Meet our 2023 Board of Directors
Judith Cullington
President
Judith has been a keen advocate for this project since its early days and supported the development of the Schick Shiner Report in her role as Colwood Councillor. She has been a member of the Juan De Fuca Performing Arts Centre Society since its inception in 2015, serving as President for the past four years.
Judith has over 30 years’ experience working with and for local and senior governments, non-government organizations, First Nations and the private sector. She is a professional facilitator and writer, whose interests and experience span a diversity of topics—climate action, community planning, clean energy, natural area conservation, urban forests, species and ecosystems at risk, invasive species, water and rainwater management, parks and trails, sustainable transportation, integrated resource management, and more.
Judith served as a Colwood councillor (2008–2014), includes roles as Chair of Transportation and Public Infrastructure Committee, Vice-chair of Parks, Recreation and Culture Committee, Vice-Chair of Planning and Land Use Committee, Vice-chair of Mayor’s Task Force on Energy and Economic Growth, and Alternate Capital Regional District Board Director. She led the development of the award-winning Solar Colwood program. Judith is a member of the West Shore Chamber of Commerce and volunteers with the Association of BC Forest Professionals and the Esquimalt Lagoon Stewardship Initiative in addition to her work with the JdFPACS.
Jim Bryant
Vice-President
Jim has held a passion for the arts since childhood and has held a keen interest in the business of the arts for nearly as long. Throughout his life, Jim has either been on the stage, the back of house or the boardroom table discussing arts-based projects that would enthrall audiences of all sizes. Jim recently returned to Victoria after retiring from Xerox Canada where he held many different roles, including several years providing leadership for the company’s national sponsorship program. It was in this role that he enjoyed working with well-known members of the performing arts community with organizations such as Cirque du Soleil and Sting.
Jim, a Westshore resident, is now a small business owner and publishes a local health & wellness publication, the Wellnessnews, with editions across Vancouver Island. He holds a Bachelor of Commerce degree from Royal Roads University, and a master’s degree in business from Saint Mary’s University in Halifax, Nova Scotia. Jim is an active supporter of several different organizations, including the 100 Men Who Care in Victoria.
Duc Le
Treasurer
Duc has been associated with the community quest to build a home for the arts and culture since 2014, and has served as Treasurer of the Juan de Fuca Performing Arts Centre Society since its incorporation under the BC Societies Act. Besides his volunteer work with JdFPACS, Duc works in a senior management role for the provincial government and has extensive financial management experience in the healthcare, post-secondary education and other public sectors. He holds a Master’s degree from Queen’s University and a professional accounting designation from the Chartered Professional Accountants of British Columbia. Duc enjoys travel, concerts, and everything the West Shore has to offer, and chairs the society’s Finance Committee.
Lee Colwill
Secretary
Lee comes with a background in Office Management and Project Management. She has a passion for all types of arts and for the past four yours has been a volunteers at Victoria Arts Council. She loves all live entertainment and events. Lee and her husband are keen ballroom dancers and in 2015 she joined the Victoria Ballroom Dance Society (VBDS) board and became the Dance Coordinator; this is a volunteer position which organizes other volunteers to mount and operate the monthly Social Ballroom Dance Program and more. In 2019 Lee also volunteered for Habitat Acquisition Trust and was the events coordinator.
Al Lehmann
Director
Al is a passionate advocate of increased support for the arts on the West Shore who has especially enjoyed choral singing with the University Singers and Victoria Choral Society for decades. Al has a Masters degree in communication, which he taught at Camosun College for almost 30 years. Since retiring he has applied that knowledge to work for the Lutheran and Anglican Church. He was an active member of the Esquimalt Lagoon Stewardship Initiative (ELSI) and a Board member of Pacific Centre Family Services Association for over ten years. Al is a member of the JdFPACS Communications Committee.
David Stocks
David graduated from the Royal Military College of Canada with a degree in Electrical Engineering. After a few years with the Army and with IBM, he operated a series of small businesses in BC and Alberta. Later, with two international consulting companies, he provided management-consulting services in several Canadian provinces and states of the USA. He is currently an independent management consultant. Since returning to Vancouver Island in 1998, David conducted consulting assignments in Canada, USA, France, Belgium, England, Ireland, and Hong Kong.
David is a choral singer and an active member of the Rotary Club of West Shore. The West Shore Chamber of Commerce selected David as runner-up for Citizen of the Year in 2008. His recent community contributions include: Governor, Rotary District 5020 (4,900 Rotarians in 88 Clubs in BC & Washington); Chair, Juan de Fuca Economic Development Commission; Member, Sooke Economic Development Commission; Chair, Otter Point & Shirley Advisory Planning Commission; and serving as Director with the Sooke Elderly Citizens’ Housing Society, The Glenshiel Housing Society, The Canadian Club of Victoria, and Sooke Philharmonic Society. David serves on the JdFPACS Property Committee.
Dorothy York
Director
Dorothy has lived in Colwood for 27 years and served on various City of Colwood Committees over the last 2 decades. She was a teacher in the Sooke School District and later joined the Provincial Government as a Senior Policy Analyst. She became a Director of Executive Operations and took on a role of managing the exam process for Royal Roads University, achieving her objective to bring on-line exams to RRU. Dorothy is now retired and looking forward to assisting in advancing the exciting initiative to establish a Performing Arts Centre in Colwood.
Chris Fraser
Director
Chris’s relationship with the performing arts developed as a child, with his family running a music venue in Alberta. His connection to the Westshore began when he studied Engineering at Royal Roads Military College, over 30 years ago. After traveling abroad, he settled in BC and now calls the Westshore home again.
Chris has been involved in several building projects including his own real estate development, where he converted an industrial warehouse into a multi-unit recording studio in Vancouver. Working directly with Artists and Producers has given Chris a unique insight into the music industry and bolstered his commitment to supporting the buildout of creative spaces. He currently works as a Project Manager for an international engineering firm, consulting as an acoustics expert. He is thrilled to be engaged with Juan de Fuca Performing Arts Centre Society and looks forward to helping bring the vision of a home for performing arts to fruition.
Mozhy Mohaghegh
Director
Mozhy is a dedicated educator with 25 years of experience teaching a diverse range of subjects such as English, computer, visual art, business, and philosophy. In addition to her master’s degree in teaching and additional certificates in business administration and marketing, Mozhy is a certified therapeutic art life coach, reflecting her profound passion for the arts. Beyond her professional career, Mozhy established an art studio at home, exploring various artistic techniques and crafts as a means of finding peace and healing.
Her lifelong passion for art and crafts, cultivated since childhood, is evident in her artistic endeavours using diverse materials as a form of self-expression. Mozhy’s journey in the world of art includes attending different art classes with various tutors throughout her life. Recognizing the transformative power of art, especially for her students with mental disorders, stress, depression, and anxiety, Mozhy witnessed the miraculous impact of art classes on their well-being. This revelation fueled her commitment to integrating art into her teaching, observing the calming and relaxing effects that persisted even in subsequent non-art subjects she was teaching.
