Meet our 2026 Board of Directors
Judith Cullington
President
Judith has been a dedicated advocate for the development of a performing arts centre in the West Shore since its early stages. As a Colwood Councillor, she supported the advancement of the Schick Shiner Report and has been actively involved with the Juan de Fuca Performing Arts Centre Society since its founding in 2015. She has served as President since 2018, providing strategic leadership and governance oversight.
Judith brings more than 40 years of experience collaborating with local and senior levels of government, non-governmental organizations, First Nations, and private sector stakeholders. She operated a successful consulting practice for 30 years, delivering facilitation, strategic planning, writing, and event management services to a broad range of organizations. Her work focused on stakeholder engagement, policy development, and community-based strategic initiatives.
Elected as a Councillor for the City of Colwood (2008–2014), Judith held multiple leadership roles, including: Chair, Transportation and Public Infrastructure Committee, Vice-Chair, Parks, Recreation and Culture Committee, Vice-Chair, Planning and Land Use Committee, Vice-Chair, Mayor’s Task Force on Energy and Economic Growth, and Alternate Director, Capital Regional District. She also led the development of the award-winning Solar Colwood program, a nationally recognized community energy initiative.
Judith is an active member of the West Shore Chamber of Commerce and volunteers with the Citizens’ Environment Network, in addition to her continued leadership with the Juan de Fuca Performing Arts Centre Society.
Kathryn Pascuzzo
Vice-President
Kathryn Pascuzzo is a strategic marketing leader, community builder, and founder of Swank Creative Inc., a Victoria-based agency dedicated to strengthening local organizations and cultural initiatives. As a Board Member of the Juan de Fuca Performing Arts Centre Society, Kathryn brings nearly two decades of experience at the intersection of brand strategy, placemaking, and community engagement.
Her career includes playing a role in bringing TELUS Spark Science Centre to life, where she supported the launch of one of Canada’s most dynamic science and innovation hubs. She later worked in real estate development with Westhills Land Corp., contributing to the growth of the West Shore through large-scale residential development and community-building initiatives. These experiences shaped her understanding of how thoughtful development, strong brand development, and strategic marketing can create thriving places and people.
Today, through Swank Creative Inc., Kathryn partners with arts and culture nonprofits, local businesses, and community organizations to build strong brands, elevate communications, and create sustainable growth. Her work is rooted in the belief that thriving arts infrastructure is essential to thriving communities.
Having grown up in a dance studio, Kathryn understands firsthand the importance of a “third space” beyond home, school, or work (adults can enjoy arts education too) — a place to explore creativity, build friendships, learn discipline, and discover self-expression. She is passionate about helping bring a brand-new, purpose-built arts and culture centre to the West Shore, expanding access to the arts for all and ensuring future generations have a welcoming space to belong, create, and grow.
Duc Le
Treasurer
Duc has been associated with the community quest to build a home for the arts and culture since 2014, and has served as Treasurer of the Juan de Fuca Performing Arts Centre Society since its incorporation under the BC Societies Act. Besides his volunteer work with JdFPACS, Duc works in a senior management role for the provincial government and has extensive financial management experience in the healthcare, post-secondary education and other public sectors. He holds a Master’s degree from Queen’s University and a professional accounting designation from the Chartered Professional Accountants of British Columbia. Duc enjoys travel, concerts, and everything the West Shore has to offer, and chairs the society’s Finance Committee.
David Stocks
Secretary
David graduated from the Royal Military College of Canada with a degree in Electrical Engineering. After a few years with the Army and with IBM, he operated a series of small businesses in BC and Alberta. Later, with two international consulting companies, he provided management-consulting services in several Canadian provinces and states of the USA. He is currently an independent management consultant. Since returning to Vancouver Island in 1998, David conducted consulting assignments in Canada, USA, France, Belgium, England, Ireland, and Hong Kong.
David is a choral singer and an active member of the Rotary Club of West Shore. The West Shore Chamber of Commerce selected David as runner-up for Citizen of the Year in 2008. His recent community contributions include: Governor, Rotary District 5020 (4,900 Rotarians in 88 Clubs in BC & Washington); Chair, Juan de Fuca Economic Development Commission; Member, Sooke Economic Development Commission; Chair, Otter Point & Shirley Advisory Planning Commission; and serving as Director with the Sooke Elderly Citizens’ Housing Society, The Glenshiel Housing Society, The Canadian Club of Victoria, and Sooke Philharmonic Society. David serves on the JdFPACS Property Committee.
Franz Lehrbass
Director
Franz was raised in a farming community in South-Western Ontario. He studied music and audio at the University of Western Ontario and the Ontario Institute for Audio Recording Technology. He worked as an audio engineer during California’s dot-com era, then joined the Canadian Broadcasting Corporation in Toronto, working as a Music Producer for eight years. From 2009 to 2019 Franz served as the General Manager for the Western Manitoba Centennial Auditorium in Brandon, Manitoba. There, he modernized administrative systems and practices, optimized a mixed-use programming model, led capital renovations, improved financial performance, and negotiated an improved funding arrangement with local government for capital projects.
From 2020 to 2024, Franz served as the Executive Director of the Royal and McPherson Theatres Society, where he ensured operational continuity during the Covid-19 crisis, managed capital improvements to both theatres, and advanced foundational work toward the Capital Regional District’s Regional Performing Arts Facilities Service. Currently, Franz is the Director of Venue Operations for the Save-On-Foods Memorial Centre – Victoria’s 7,000-seat multi-purpose arena, and home to the Victoria Royals hockey team. As the father of three children, Franz can be found at local soccer fields – often in the rain.
Lina Lewis
Director
Lina Lewis is a dance educator, arts leader, and community advocate with over two decades of experience in dance and theatre. Her journey in the performing arts began in early childhood and continued through young adulthood, shaping a lifelong commitment to creative expression, mentorship, and arts accessibility.
She is the co-founder and operator of a successful, community-rooted arts organization, where she oversees programming, operations, and strategic growth while maintaining a strong artistic vision. Under her leadership, the organization has expanded its reach through innovative programming, scholarships, partnerships, and outreach initiatives that support youth, families, and the broader arts community. Lina is deeply committed to building sustainable arts models that balance artistic excellence with financial responsibility and long-term impact.
Lina holds a Bachelor of Science, which informs her analytical, systems-based approach to leadership, governance, and organizational decision-making. She is a Certified Dance Adjudicator through the Dance Leadership Institute, an Associate Member of the Canadian Dance Teachers’ Association, and an active mentor and pollinator with WeBC, supporting women-led businesses through mentorship, collaboration, and community engagement.
When she isn’t at the studio or involved in community performances and events, Lina is living life on the Westshore with her husband and five children – working, dancing, playing, and raising her family in the community she proudly calls home. Deeply invested in the Westshore, she is passionate about community building and excited to be part of shaping and supporting the growth of an arts facility that will serve, inspire, and bring people together for generations to come.
Dorothy York
Director
Dorothy has lived in Colwood for 27 years and served on various City of Colwood Committees over the last 2 decades. She was a teacher in the Sooke School District and later joined the Provincial Government as a Senior Policy Analyst. She became a Director of Executive Operations and took on a role of managing the exam process for Royal Roads University, achieving her objective to bring on-line exams to RRU. Dorothy is now retired and looking forward to assisting in advancing the exciting initiative to establish a Performing Arts Centre in Colwood.
Katherine Searle
Director
Katherine grew up in the Southern Gulf Islands within a community saturated in art, and was active in local theatre and choral productions. She moved to the Lower Mainland in 2009, shortly thereafter joining the Lions Gate Chorus, with whom she attended two international competitions. Her education includes a BFA in visual arts at the University of the Fraser Valley, where she focused on film photography and printmaking, followed by a two-year masters-level training program in art therapy in Nelson B.C. She currently lives in Colwood with her husband, and works as an art therapist in and around the West Shore as well as Greater Victoria.
With the fast-rising population in the West Shore, she sees the need for a building that can facilitate the many art modalities represented within our community. After spending two years as part of the PACS advisory committee, she is excited to be taking a more active role on the Board of Directors.
